Digital Transformation in Achieving Defence Information Excellence in the Journey to Greatness
FIRST CALL FOR PAPERS
The Command and Management Information Systems (CMIS) Division strives to achieve Information Excellence through information advantage, information and communication technology (ICT) security and ensuring digital sovereignty in the Department of Defence (DOD).
The achievement of the goal above relies on universities and research institutes to discover and develop the latest knowledge, methods and techniques, and the ICT industry to provide effective and economical ICT goods and services to the DOD. This support will enable the CMIS Division to optimise the current ICT systems and modernise the new ICT systems for the DOD by maximising the output with limited resources, using the Pareto Principle. This can only be achieved through cooperation among the CMIS Division, academia, research institutes and the ICT industry to contribute to the overall achievement of Information Excellence, i.e., the right information, to the right user, in the right format, at the right time and at the right place.
ICT is the nerve system of any organisation. In the current fourth industrial revolution, the CMIS Division cannot deliver an effective ICT capability to the DOD without a relationship with and support of universities, research institutes and industry. MICSSA is an opportunity to explore and enhance these relationships.
The CMIS Division will be hosting the 9th MICSSA, on behalf of the DOD, with the conference taking place from 22 to 24 August 2023.
Theme and sub-themes
The theme of the conference is Digital Transformation in Achieving Defence Information Excellence in the Journey to Greatness
The theme is further supported by the following sub-themes:
- Using Data Science to achieve a Common Operating Perspective in the African Battlespace and its Impact of the DOD;
- Effective Military ICT Solutions to achieve the Military End State Advantage inspired by African ICT Solutions; and
- ICT Business Drivers to attain the Decisive Edge in the “New Military Normal” to adapt and adopt ICT Trends.

Authors’ Guidelines
The conference presentation format will be a poster or session presentation. Those identified as backups will need to prepare both a poster and a session presentation.
Prospective authors are invited to submit papers, including results, tables, figures and references (which have not previously been submitted or published or are not under consideration elsewhere) in PDF format. The papers should be six to eight pages long, including, tables, figures and references, using the A4 Institute of Electrical and Electronics Engineers (IEEE) conference template that can be downloaded by clicking on the link IEEE - Manuscript Templates for Conference Proceedings.
Abstracts can be submitted through email to micssa@csir.co.za
Papers are to be submitted through the MICSSA website (under construction). A double-blinded peer-review process will be followed. In submitting your paper for peer review, do not initially list the author names or their affiliations. The corresponding authors will be notified of the review results by email. Upon acceptance of the paper, author names and their affiliations will be requested.
Authors are requested to register for the conference to present the paper as a poster or during a session (details will be provided on the conference website once it is live). The presented papers (both posters and conference session) will be published in the official conference proceedings on the official MICSSA website.
